No it's not. Comparable items would be paralyzers, some +6 stat items, a few smiters(not the awesome ones like scimitar or rapier), maybe a disruptor. Not worth any of the "big" items like bloodstone, etheral bracers, boots of innocent, +5 mith FP, etc...

agreed, these do NOT stack with haste. so your best off carrying around some haste clickies, unless you want to run around town fast
