Sir Rohine Stiedra Bugged?

I completed all four quests and collected all eight sigils than I talked to Sir Rohine Stiedra to get access to the pre-raid "Litany of the Dead" but he took all my eight sigils and did not give me access to the pre-raid. Next time I talked to him he said "I Cannot fuse teh sigil into a key unless you bring me all the pieces". Has anyone else had this problem? Can a Dev please respond and let me know if I'm missing something.

I think if you open a chat window with Sir Rohine and let the chat window time out he will take your sigils and not give credit.

Same thing happened to me, but in my case the chat window never opened. It appeared that the npc was non-responsive, yet my sigil pieces were taken from my frame, and I got no quest advancment nor key. Awaiting GM response atm, but we know how that usually goes. Pathetic really. Spend the hours grinding to get ready to go, and a stupid bug will cause me to repeat (after my ransacks wear off)

Didn't have the stamina to wait for the GM last night, but logged back on this morning and within 30 minutes, I had a senior GM trading me a complete sigil so that I could advance my quest. Very nive, very nice!
