Logging in after the Mod 5 patch and I cannot see any details when I scroll my mouse over items or spells. Is this a known issue?

Did you check your options to make sure tooltips were turned on?

Notta bug... new feature... see release notes
There is a new UI Option which allows players to hide the long descriptions of effects in examination.
So go to your UI Options and uncheck it and see if that helps.
