What exactly does heighten do?

Also, How many short bar key slots are you using for spells? If you have a screen shot of how your screen is set up that would be appreciated? The reason I ask this is because it seems that there are too many spells then there is room. Please help me figure this out.

Heighten raises the spell cost and spell save to that of the highest level spell you can cast. If you are a level 13 Wizard and cast a Heightened Niac's Cold Ray, the spell DC is as if you had cast a level 7 spell (increasing the spell DC by 6). Spell DC = 10 + spell level + INT modifier. But the cost is also as if you had cast a level 7 spell; 40 SP instead of 10.

As for hotbars, I use 10. 4 in the center, 6 on the right. And they are all full of spells and gear.
