It's a lvl 5 spell.

at lvl7, you can try using scrolls of teleport. at 9 you can cast it.

While you are there be sure to buy and scribe every scroll they have (that you dont already have) so when you level you know (by what you can take on leveling) which spells cant be bought on scrolls.
and yes even at L1 you could scribe a L7 spell
