OMG! QFT! I totally forgot about that guy. Definitely in my top 5 villains. And SUCH a good movie IMO.

Also, I can't recall his name, but let's not forget the guy that recently was convicted of using the same needle on dozens of people and scored an imprisonment of 1,000+ years (nearly I think) and 1.3 mil in fines. 7 years for each of those he infected and 8 years for each one that died up to his conviction date.
