Looks very good... can you clear up a confusion (and argument point) for me? Is it a 1/6(1/5, 1/4) chance per group or per person?
I don't need to walk on water when I know that I can run on wine.
per person
Per group would mean only a 2% chance of each person getting raid loot (on elite no less)

Wow... nice ninja...
See... what I am thinking is that if its a 1/6 chance per person, people would be more willing to go in with 12 people, and the soloing or 3 manning raids would diminish... just thinking. Cuz, if its per group... why run it.

Sweet - i like it alot - wasnt to sure i wouldat first because its a grind to get raid loot... which sorta takes away the novelty of it dropping and then being won. But hell itltake 2 months doing it every 3 days...thats a long ass time!
Sweetness il only be doing raids on leet now!

omfg i'm just happy to know they actually listen sometimes
I really like the new changes-- this seems like a nice compromise for my main concern which was that personal loot tables are screwy and mainy would never see raid loot based on what thier own table generated (lol) - now even people like Klariyk, who had the universe's worst known luck with a particular helm from the Plane of Night, could FINALLY get the Helm.

i think this is a good way to please both sides of the raid loot change, i give all the credit to the gamers who put this idea out there, and to turbine for listening.

i like it, though the 20 times=1 item thing is kinda ..eh.. weird. It would take you 2months to run that many dragons//titan//reaver//Demon raids. I think that is WAY more then the average person raids, or even a heavy raider like myself does. Maybe if it was ten times, or maybe bring the timers down to 2 days.

I like it......Much better than the system they were proposing.....
Now let's see if this has any effect on getting Gol back in the game earlier

Then make the raids harder to complete. Also I would like to see the 20 counter start from say, June 1st or something, so instead of starting from 0 come mod 5, you would have some raids complete. Of course if they didn't keep track of this stuff prior to mod 5 then my point is kinda moot lol.
Hmmm, interesting.
Of all the attempts to get more, fuller raid groups, the menu of raid items on the 20th run just might get to the more raiding part done. If there are 1 or 2 items you really really want, maybe if you put in that amount of time and effort, you could actually get it.
The harder difficulties dropping more frequent raid loot may help a bit too. An increased difficulty may reward you more raid loot, a larger group may help the actual completion. I'd have to wait and see on this one.
The original change would have resulted in less overall raid loot, these changes may push it back some, I’m sure some one will crank out some probability numbers soon, if not already.
I don't think 20 runs is too high. 2 months of consistent running shows dedication to obtain something desired. Having a very high chance to obtain that item on the all-raid-item list is a great reward for people that raid often and just aren't lucky.
It may be a high number but it should be.
I don't think 20 is too high either. It gives even the unluckiest of us (last 12 TR runs no flesh render goggles dang it!!!) the illusion of hope. I really like the fact they tried to incorporate some great suggestions such as the increased drop chance on higher difficulties/greater danger (though I'd like to know more about what that means--which quests are substantially of greater danger on higher levels? I haven't run any except DQ on other than normal) and a counter of some sort.
Solomon-esque.

Devs have said that the counter is already there and you get credit for however many times you have run a particular raid--say if you have nineteen runs - next run you get end reward--if its 20 then 20 more runs, 21 then 19....etc etc-- just have to get to a number divisible by 20 for the end loot generator to kick in.
