ok Improved TWF requires a dex of 17, i created a toon with a dex of 16, if i drop a dex tome on him to raise it to 17 will that count towards the prereqs for ITWF?

Yes. Base, level ups (also included in base), and tomes (Insight Bonus) all count toward feat prereqs .
