Warchanter provides:
+2 Intimidate
+1 hit, +2 damage and +1 to fear saves to Inspire Courage
+1 Barbarian Rage/ rest
Additional song that gives DR 5/-
It costs 4 AP and requires:
-Bard level 6, 16 AP spent
-Bard Inspired Damage I (1 AP)
-Bard Inspired Attack I (2 AP)
-Bard Inspired Bravery II (3 AP total)
-Power Attack
-Weapon Focus

So if I'm going for a TWF dex based M/C Battle bard...then the pre reqs may be a bit to costly.(the only thing I really want would be the song).
I thought you had to have a figter lvl or barb lvl to take it as well, But maybe I was mistaken.
Also at what lvl of bard do you get 3 lvl 3 spells(haste ,displacement, and good hope). Is it 8?

The benefit from Warchanter is really good, the +1/+2 benefit to Inspire Courage is a virtual WF and WS to the entire party. The feats ARE costly for a TWF build (read some of the other topics- there's a few other discussions going on about it), but a lot of people would say, worth it.
Power Attack DOES stack with Weapon Finesse, and if you have really high Dex it can be a good way to overcome the DR of some mobs in the end-game. Of course a Dex build never really focuses on damage, but it's still useful to have Power Attack.
You have 3 level 3 spell slots by Bard level 8. But of course your buff durations won't be the best if you stop there. No level of Fighter/ Barb is required, but it is a good way to pick up the extra feats you need. It is possible to make a pure 14 Warchanter that is good in melee, or a 13/1. The more fighter you pick up, the more feats you have to play with.

How are song bonus and duration figured, is it on bard lvl or preform or both.
Song lengths are largely based on different things for different songs.
IC/IG/Competence all work off of a four-minute base. That goes up with Lingering Song enhancements(20% increments) and Virtuoso(10% flat).
Fascinate mez length gets longer with more bard levels. It also seems to be affected by Lingering Song as of right now, but that may or may not be Turbine's intent.
The Spellsong Trance/DR song/Enthrallment newcomers all seem to have much shorter durations, but in all honesty I don't know if LS comes into play here or not.
I don't know what affects the charm length of Suggestion Song.
As of this post your Perform rank doesn't have any impact on the duration of the song.
We did some really rough testing and Lingering Song does seem to boost the default 2 minute (?) duration of the Spellsong Trance/Ironskin Chant.
The durations aren't too much to worry about I my 2-handed bard chanter is 7bard/1fighter now, I redo Warchant everytime it runs out, so far I don't recall being in a dungeon where I felt I needed more songs (or ones that lasted longer - currently have Linger Song II).
But, yes, the enhancement line is going to stop, but you will only miss out on one point in attack, damage and bravery. Recitation scrolls are cheap and appear to stack (could be wrong) and last 40 sec off the scroll which helps before big fights.
