Raid loot % question?

will there still be only two items dropping and it's randomly awarded in the loot table to 2 ppl or does each and every character have a %16 chance that a raid item will pop on their pull. Thus giving a small chance that 12 raid items pop at the same time.

I know the Whirlwind from the dessert was a rare item with a % chance to pop and I've personally seen 3 ppl get it in the same chest.

So just wondering will the limit still be 2 or is there simply a 16% chance to get one to pop on your own individual loot pull thus giving the chance for more than 2 raid items at a time popping.

If there is a chance of more popping (seperate 16% chances) this would actually promote full 12 party member raids. Especially since they can be tranfered to other members while still in the chest. The more people the greater the chance of raid items popping. That would be a wonderful thing for the game.

Yes, but mathematically speaking the chances of 3 raid items dropping are higher than the chances of 0 raid items dropping. Oddly enough, the probability of 3 dropping are equivalent to the probability of 1 dropping.
