My only suggestion for this is that you change the normal -3 modifier in regards to quest level vs. chest level to a -2 modifier or a zero modifier so that there is a reason other than favor to go harder difficulties.

Better yet....

Normal 1/6 chance of named raid loot....
Hard 2/9 chance of named raid loot.....
Elite 1/3 chance of named raid loot.....

just 2 possibilities to work with, I actually like this new system in theory, just give more (named) loots and higher level non named loots with increased difficulty.

In this sense the power gamers get something (more named loot or higher level non named loot) and newer or non power raiders get something also.
