The story goes that the 12 does not have anything for us "low-level' folk to do. When we get to a high enough level there will certainly be work to had.
Basically this is a place where high-level quests will be found.
With the new adventure zone reportedly being placed between Cerulean Hills and the Twelve, I think the time is getting closer and closer to when this area will be open.
Back in Beta though this area was open to the public and there is a movie on Youtube which gives a neat tour of the place.

I think the Portable Hole is located inside the 12. Can't confirm it of course, just a suspicion I have.
