Just tested it. (from a scroll)
Gave me the HP
Gave me the +4 to saves and skills (I saw the before and after numbers)
Had an icon for immunity to fear

Perhaps you are wearing an item that already grants some of these bonuses ?

If you're pal are you wearing battleworn medal? That has permanent greater heroism

Though you should still get the temp hp from the scroll

You sure you don't have an npc targeted? Potion is self only but scroll can target friendlies
