CR monster scaling randomness

So I am finally able to do reaper quests and I have been working on getting some points for enhancements.

Last night I did Into the Deep on R1. Everything was going pretty well until I went to do the mines.

Now I know that sometimes you will get a monster CR significantly higher than normal, but this whole part of the quest was CR 48-49 monsters as opposed to the rest of it being CR 30-35.

That is a huge difference and at level 20 almost made it impossible for me to finish the quest, this is after having used up a lot on my XP potion timer, I am a bit of a flower sniffer.

Has this been happening to anyone else in other Epic Reaper quests or is it just this particular one? For me, it is the first time since U52 this has happened.
