Confirmed. Tested on Warlock, same issue. No recharging in public instances.
Also, many spell targeting issue remain, including (NOT Holy Aura, confirmed now working) Good Hope SLA, not affecting the caster themselves.
Kind of wonder other than nerfs what actual bug fixes got into this patch...

1 break a perfectly functioning skill
2 try to fix it and break it even more
3 try to fix it again does nothing
4 removed it out of the patch note entirely
