"hover-over" mouse look MIA

I did all the recommended solutions but the screen resize (To be attempted later)

-With the shared bank open, the hover-over functionality works on items in the shared bank.
-No hover-over data with items in open pouches.
-No ui boxes with "hover over" logic (I also checked graphics, advanced graphics, mouse settings and gameplay.)

This started yesterday for me and continues since the reload today. The same problem is affecting the hover-over for enhancements in Epics (And I thought working with the new trees was fun enough!).

So; since it works in the shared bank but not my inventory or regular bank, I doubt it's the latest Windows garbage coding. (The king of buggy update quality.)

A) has anyone else seen this?
B) does anyone else have a solution/work-around?

This must have been me when clearing the "Show Guild Buffs" and "Hide Hints", I must have clicked "Hide Tooltips".
My only defense: I was doing this while in a pre-caffeinated fugue state waiting for the coffee.

I honestly suspected it was my own fault- "what maintenance was conducted last?" is a tried and true reality. I just couldn't figure out what the check-box would be titled.

Darn you for making me come clean after trying to be suitably vague, lol.
