Right now I'm using Cannith-crafted gloves with 159 Impulse, and 79 Insightful Impulse.
And I have quality Impulse 45 on an orb.

Impulse bonuses are equipment, insightful, quality, implement, and artifact, along with any base class bonuses and Spellcraft. You can't Cannith Craft any higher than what you have. A freebie Morninglord's Sceptre will add +33 spellcraft (22 normal, 11 insightful), which equals +33 impulse, and any extra intelligence will add +1 per modifier boost. Slaver's crafting can give you +185 impulse and +4 quality intelligence or +5 quality spellcraft. Like asdfghhjkl said Nocturne is the best single item for Impulse -- it gives the highest equipment, insightful, quality, and implement bonuses, all on one item, but it is a raid item and it does take both weapon slots. For max impulse gearing you'd need Nocturne (implement + equipment + insightful + quality spellpower), +22 spellcraft/+11 insightful spellcraft (Cannith crafted item), Beacon of Magic set (+50 artifact spellpower), Intelligence +20/+9/+4 (+16-17 spellcraft), Meridian Fragment (up to +24 psionic spellpower, but relies on you getting hit) or Xachosian Eardweller (+25 psionic spellpower, but on a 3x 1 minute clickie), Impact potions (+25 alchemical spellpower, they only last 3 minutes), and probably some other stuff I'm forgetting about.
Best way to increase it is probably through optimizing enhancements/ED/twists, farming Slave Lords, and running Curse of Strahd whenever you're not on timer. After that, making sure you're using a +22/+11 spellsight item, slotting Good Luck +2 if you haven't already, wearing Beacon of Magic (generally wouldn't recommend, but if you're after max spellpower...), buying/farming a Meridian Fragment for Nocturne, using an Int item even if it isn't your casting stat, using a +6 exceptional int skills item, etc. There are pretty serious diminishing returns after that (and opportunity cost, especially for using Beacon & Legendary Phasecloak if you're not int-based) -- you could farm mythic/reaper bonuses for extra stacking SP, use alchemical pots, etc. but in general the first few things are where I'd start.
