The wiki says that red crown skyborn champions can have deflect arrows.
Yes deflection IS already in Game,. Look at the Whisps in Baba for instance. There are others but off the top of my head I can not remember what or where as I am to busy trying to kill them at the time![]()

I'm not going to call the developer a liar, simply because I know things happen without their knowledge.
I've seen many of my arrows miss thanks to the new mechanic. I want to say any Orange (or better) has a universal chance of having the ability along with champions. It's not enough for me personally to care simply because I have greater things to worry about first.
The "Deflected" feedback you're seeing is for the Deflect Arrows feat. Skyborn Champions have this, as do the Wisps in Old Baba's Hut.
The Missile Deflection mechanic added in U37 is an entirely separate statistic that does something similar (like Incorporeality and Concealment are different stats that accomplish similar things).
No monsters have any amount of Missile Deflection right now.
We don't only build for the builds that exist.

The fact that some changes are necessary is not diminished by the fact that other necessary changes have not happened yet.
It appears they are also adding a new character attribute to bypass deflection. You can see it in the little double strike box if I recall correct.

Things that NPCs do include, but are not limited to:
Having a gold goblet over my head to indicate availability of a quest
Having a catchphrase that never really catches on
Having various rewards that are generally not worth the trouble
Wandering around randomly
Giving out obvious information if it wasn't obvious enough
Repeating the same lines over and over again
Repeating the same lines over and over again
