Improved Empower Healing bug still not in Known issues

I have reported several times this bug but nothing happened.
Radiant Servant Enhancements have the core ability "Improved Empower Healing". Taking this should raise the empower healing 75 bonus to 100 but "positive energy aura" healing does not raise when I take the ability.
Is it not a bug, only from my point of view or is bug report just lost? Any reply would be nice.

Frankly the known issues list has always been BS, basically its a list of all the bugs that are obvious and effect enough people that they cant get away with not admitting they exist, lol.

Im sure they throw more obscure bugs on their occasionally to make it less obvious.

Turbine has stated several times the Known Issues List only contains issues they no longer want to get reports about.
