Default Why are ToEE ranged weapons so bad?

So, as I am prepping for my next life, a ranged life, I noticed that at level 7 the toee weapons are pretty good. A friend of mine had said the first tier, to get maiming and fiery detonation, electric storm, etc, was fairly easy to get the shrooms for, so on my epic toon I did a round or toee1, then swung by the altar. What I didn't realize is that while melee weapons get the awesome buffs, ranged gets... seeker4 and crippling. Crippling. Seeker and crippling are truly lackluster compared to the melee options.

So, simply put: why? Do they think someone will want to spend a few hours farming ingredients for a weapon which is worse options than random drops?

My guess is that fiery storm and similar effects would always proc on your position and not on the enemy. So they would be useless for ranged weapons. But that is only a guess

At heroic levels, I agree, the melee weapon effects are far superior, where you can get a nice burst of damage that will obliterate enemies in those older quests. The named ranged weapons are pretty sweet though, sapphire sting is very solid piece of kit.

In epics, this flips somewhat since the damage effects on melee weapons are still decent though nowhere near as relatively powerful, but crippling becomes far more effective when even with the best weapons enemies in epic hard & epic elite difficulties take quite a bit of beating down & having a no-save 50% movement speed reduction in content where that melee enemy can kill you in 2 or 3 hits can & *will* save your skin - especially since crippling, leg shot, tendon slice & lethargy are all separate effects which will stack, and have no save.
I used to be with it, but then they changed what it was, now what's it is weird and scary to me.

I used shurikens at epics with similiar effects (Alchemical system t3). Electric T3 gives ~100-150 aoe electric damage.

Toee Melee weapons does same made pare and those melee weapons i was using till lvl 20 on tempest, making dozen aoe blasts on 20 and clearing room of mobs quick. If by any means ranged got this effect at lvl 7, game would be broken far more than it is now, so i support it as good decision to remove that effect from ranged, its even on melee weapon is Nonsense how strong at 7, on any ranged it would be overkill

You sure about that? AFAIR crippling was nerfed years ago and it's only slowing down by 25% now (hardly visible in epics). The description was never updated. That's a player's version, as almost every ranged mob gets "Crippling hit" which slows down by 50% (luckily not for 60 seconds). I tried a TOEE repeater for a while and it's rotting in bank now.

Sorry, your guess is wrong. I have several lootgen bows with these effects (fiery detonation, acid storm), and they proc where the arrow hits.

I guess it could be only 25% slowdown, but it's definitely noticeable.. though i build my ranged characters to have multiple slowdown effects & can often bring enemies down to the point where it looks like they're trying to wade through treacle

I wish I could make melee weapons with the exceptional seeker and crippling for my rogue. He could make use of the melee power but the aoe sucks if you are an assasin.

I believe they made ranged weapons suck so bad because they thought ranged combat is too power already and didn't want aoe ranged attacks ala thunderforged.

Crippling is one of the reason i'll craft one. Aside that -yeah- they could be better, the ToEE set heavily favors TWF-ing. 2handers and Bows need to get some minor side buffs like TF provides.
