Probably sometime in the week preceding Halloween, considering it also consists of the Mabar replacement event.

I would venture a guess as it being later this upcoming week. It's been the timeline as of late for them: 24 Hours on Lama the week before to preview then deploy the next week (I think it'll be Thursday as they also seem to like that day for whatever reason).
