Now that we have loot level bonus, are the high end loot tables still broken?

It used to be that if you went over a certain loot level you would start to get lower level loot instead.

Like getting level 24 loot instead of level 33(29 base+2 loot bonus weekend+elite).

As we can now get up to maybe level 39 theoretically(30 base+2loot bonus weekend+2 elite+2 loot gem+1 guild +1 chest blesser +1 treasure map.. though I do not know if they all stack, but in any case much above 35)

Or should we just avoid high level quests while the loot bonus is active?
