Bestial Nature: Sometimes bugged sometimes works?

I can't get it to add more than +1 to Fort and Reflex. I've had this happen to me multiple times and currently.

There was a time when it worked and did apply +3 to fort and reflex.

By the way, if I have all tiers (1 2 3) of them on my hotbar, they -6 from will saves, but still only +1 fort,reflex

Anyone encounter this problem?

Last time i used that enhacement it was an insightful bonus, thus it didnt stack with parrying items.
