Epic Past Life Feat - Does it apply in Heroic Levels

Read through Wiki and forums but not yet found answer. The Epic Past Life Feats (example, Doublestrike) .. if you take this Feat and then later perform a Heroic TR, would the Doublestrike Past Life Feat apply during levels 1-19?

Or does it only apply once you hit level 20?

Yes, epic past life feats are available at level 1.

Are epl feats available at heroic lvls, meaning if you get that doublestrike active feat, can you use it below lvl 20?
