Default Turn Undead Not Applying Cha for Turn check

I am out in the orchard testing turn undead. I have all the past lives, gear, enhancements, feats, etc...

    Lvl 27 Cleric.

The first check you do is to determine the most powerful undead you can affect. 1d20 + cha mod + enhancements + past life feats + feat. also the 1d20 is like a sliding scale so you can only get a couple to the lvl .

Out in the orchard and no matter what my cha is the maximum hit dice I can effect is 43. Doesn't matter if my cha is 34 or 50. This seems broke to me. I understand how the mechanics work 'well I thought I did" but shouldn't the maximum hit dice I can effect go up if my cha goes up?

Higher Cha, past a bare minimum, doesn't raise the absolute highest HD creature you can affect; instead it makes you more reliably able to hit that maximum, instead of a lower result due to a bad role.

E.g., if you have a 52 Charisma, you will ALWAYS be able to affect creatures with hit dice up to ( Cleric Level + 4 ), even when you roll a 1. Whereas with a Charisma of, say, 14, you COULD affect that high, but only on a roll of a 20, and on a roll of a 1, it would be 7 hit dice lower (Cleric Level - 3 ). Higher Cha gets rid of the lower results and gives you more consistency.

Then, of course, separately, there is the turning damage. Here, your Charisma gives you a straight 1-for-1 bonus, in unlimited amounts. +30 Charisma bonus instead of +0 Charisma bonus? That's 30 more hit dice worth of creatures turned.

This all worked out just fine when I tested it on my max-Cha Turn-specced Paladin last year. Unless they broke something, it should still work.
