Where is Echoes of Power?

Exalted Angel, I have Endless Faith rank 1.

It says if you don't have Echoes of Power, it grants you it.

Where is this power? It is not a spell, skill, enhancement, or feat. It's not an Exalted Angel power, either.

I know what it does from the description on ddowiki but don't know that I have it. Where can I see it?

The question I want to know is, "Does it work?" Because it has been bugged as not working, and im not sure if it truly is. I know characters that already have magical training benefit from it fine, but what about those without?

I know it worked in u17 for toons without magic training. (Before that tier 3 would not work but the other two would) I don't think I've tried it since u18.
