For you "younger" players, Monk was the new class and max level was 16th level. The Devs were telling us of this Great new world that would knock everyones socks off. The problem? It took over a year from the time they dangled the carrot until they give us this brave new world. Of course by that time, we the players no longer believe in the Promised Land. This was reflected in the trade marking of the word "Soon"(tm).

Ah, thank you for the explanation. I actually joined when F2P started (09/2009) so I missed the Level 16 cap.
