LR at level 23 with capped XP

I want to LR to adjust my stats/feats/skills and I am level 23 with about 70k xp to cap. My plan is to get the 70k xp and then LR if possible.

1) Will it let me LR with 2 levels of banked XP?

2) Can I stop levelling when I get to 23 again or will it force me to take the levels to 25?

My plan is to farm some quests for destiny xp, and I was thinking if I was 25 I might lose (25 percent?) xp per run doing level 21 quests even on hard. Also I have a mate who has just come back, who is level 20, so if I can stay 23 for a while I won't hose his XP so much when we group.

I believe it will tell you that you have to level up before you can actually LR. This has been my experience.

Thanks for that, yes it was like that for heroic levels, so I guess i will be the same.

The second question still stands then though. Can I LR and stop raising levels at 23? Will it let me off the boat before 25? Can I Teleport off or /death whatever?

No. I did with my fvs, i wasnt able to stop at level 20 (wanted to do some heroic cannith challenges). If you dont level to 25, the "quest" in airship doesnt advance and you cant talk with the captain. Teleport and /death arent possible on the ship.

They fixed the leveling penalty thing somewhat, so you can be 25 and only lose about 10% for a level 20 quest.

However, once you cap at 3,000,000 XP, you no longer get increasing "you repeated this quext x times" penalties. It freezes at whatever your last penalty was.

So hopefully you didn't do House of Rusted Blades or House of Death Undone too many times.
