The best for what? What level range are you looking for? What class(es) do you plan to have running said pack? Are you looking for loot? Epic content? Raids? Endgame? What packs do you currently own? How much do you want to spend? Are you after fun story and interesting mechanics? Wide open scenery? Difficulty?

Far and away the best pack to get is Vale of Twilight. This pack contains the most versatile loot in the game, fun quests, great experience in a level bracket which is short of experience and 3 commonly run raids. Nothing beats this in terms of value for money.

That said, before buying any packs you should wait for a sale. Last year everything went on sale at 50% off around christmas time so you could wait for that.

Agree. I would say Red Fens is the second best in terms of value for money.
