"Improved glancing blows" on Kensei???

as well as improved glancing blows that have an increased chance of applying magical weapon effects when using the Specified Weapon

Does anyone know what kind of numbers we can expect here? "Improved" is terribly vague. If not, could any of the devs elaborate?

Perhaps my Google-fu is weak my son, but I have not been able to find an answer.

As far as I know no one has done actual number research. I always figure it's 2% like the FB ones. It could be 3%. It could be 1%. It is probably not 30%.

Yeah, something like 2% would be my guess too. I'm surprised there's no definitive answer. Hmmm.

DDO is really a game of addition and subtraction. It's hard to make effective decisions without having those numbers available to us. I'm going to make an attempt to figure this out... if any of you know, please feel free to reply in the meantime.
