They stack with themselves. Why wouldn't they stack with each other?
I'm pretty sure they do because they are under different enhancements, unless stated otherwise somewhere.

The Past Life wiki only mentions that the wizard spell penetration only works for wizards...there is no mention to whether Favored Souls spell penetration is classless. I was looking for this info when I came across this thread.
They all stack.
You can get +6 spell pen from wizzy past lives and another +3 from FVS giving a total stacking +9 to spell pen. All passive.

You were a Wizard in a past life. You occasionally find yourself desiring a good book. Each time you acquire this feat you gain +2 to spell penetration checks* and the DC's of wands you use. This feat can be stacked up to three times.It's very poorly worded on the wiki and in the past life description, and has caused much confusion. Basically, the past life description could be read that you get +2 Spell Pen on wands you use, but it actually affects all spells you cast. Someone added a sentence to clarify, but worded it such that it became confusing in a different way.The Spell Penetration bonus affects all spells that are actually cast by the wizard
Yeah, it should read something like "You get a +2 to spell pen checks for spells you cast, and +2 to DCs of wands."
The whole "spells you cast thing" must have felt redundant or clumsy to whomever was writing it, and the extra +2 in the DC/wand clause seemed unnecessary, but they avoid ambiguity by making it clear they are two different bonuses, one applying to spells cast and one to wands.
they did on my wf fvs tr'd to wf wizzie tr'd back to human fvs.
well, the fvs applied to the wizzie life and both of them did to the 3rd life.
