they' re completely random, game runs perfectly when there isn't a lag spike
I thought you already knew this, but evidently not. There is no lag in DDO.

I run the game on a labtop. Everythime I download a new game it lags. But thank god dungeon and dragons dose not lag at all. So this coming from me you must have a crappy computer.
If you are getting a frame rate drop like that, it's time to start checking things out on your end.

Question. When these hit, are you running in place for a time, aka everything, even though you can still spin around, hump jump, and everything per normal, at a normal frame rate? Then it hits and your frame rate drops to 2 frames before picking back up?
Contrary to the rest of the people, I can believe that drop due to the fact your machine may suddenly be getting a whole lot of data all at once due to packet loss or network congestion. That sudden burst of information means all sorts of animations and damage hits you hard before it starts to run normal.
The last few days I've been having a loss of about 0.03% to 0.07%. Keeping a constant ping trace to gls.ddo.com shows packet loss at my ISP up to Turbine. My path way my isp of Charter, to back bones of Sprint, up to Turbine.
Incidentally, I went through my router logs only to discover China has been port sniffing like crazy, and my routers day/time was WAY off. Fixing the time seemed to drop my loss by about half of what it was.
Other wise, what you are describing could also be overheating issues such that your GPU is slowing down to cool off before speading back up. Keep an eye on your temp.
Could also be screwed up DMA settings for hard disks, though it would hit you to varying degrees anytime a batch of new models loaded. I used to have that issue.
I play with a Satellite connection, so I get to see all sorts of odd network behavior due to packet queing and surprise bandwidth limitations. Sometimes when available bandwidth drops I'll be stuck in a time warp watching what has already happened (sometimes I'll be 5 minutes back when it's really bad, people have already completed, looted, and dropped group but I'll still see them fighting, running around, and eventually looting chests). None of these wonderful bursts of data or weird delays cause my framerate to drop to 2 or anywhere near that.
