The reason deception, shattermantle, and other non-damage, on-hit effects were bad in the past was because Harry was glitched in part 4. These effects would unstick him, making a fight that was cakewalk at the time much much harder. Now that he is fixed, this is no longer the case (obviously).
In other words, no, there shouldn't be a problem with you using a deception weapon.
