Tomes - Lvl restricted, so how are people sugesting their use???

I'm a noob, so please forgive my ignorance. I keep reading these build threads and they all have the player using tomes for stats. +1 tomes are restricted to lvl 3, +2 tomes are for lvl 7, so how do all these builds have the player using them at lvl 1 or 2 or some such?

What am I missing?

those builds are from a time befor tomes had a minlvl
back then you could use even +4tomes at lvl1

I have yet to find a single source for up to date builds. The forums here are your best bet. Ddowiki.com has some, but they are terribly organized.

Most of thise are still workable with tomes with an ML. It just means a few less skill points for INT tomes and waiting a few levels to get certain feats.
