Does anyone know if it is possible to make an Elven Arcane Archer/ Assassin? an 18 Rogue/ 1bard/ 1 Fighter. And does the assasinate ability work with bows if it qualified as a sneak attack.

It can be done, but Assassinate only works with melee attacks. The Vorpal strike of tier III does work with raged and so do your sneak attacks. But you have to be really close for your Sneak Attacks to work.
You'll also be pretty short on feats. It might be worth taking Ranger over Fighter to get bow Str. I think that can save you a feat or 2.
