Does it apply to just attack rolls, or does it affect damage also? thanks in advance

Weapon Finesse affects "to hit" only. It works only with finessable weapons as well, so avoid trying it with a longsword!

Finessable weapons are any light one handed weapons + the rapier. In pen and paper there were a few other medium weapons that could be used with the finesse feat (Whips, Chains, etc) but they do not exist in DDO as of yet.

They can make airships, towers floating in the air, but they never think of adding handrails in places like this (Exert from a Hound run from one of our party members)
