Can anyone tell me what the 5 charges do? How does this cloak work? I put it on and it seems to give regeneration but what does the 5 charges do? Is that for the spell immunity?

Those are the 5 charges for the Spell Absorbtion, yes.

you can absorb up to 5 spells when its on, you get 1 charge back per rest or minute spent in the tavern.
