I have done everything in the quest but rescue arthos and another prisoner. They are behind bars in the prison and I can't figure out how to open the steel bars. HELP

Outside each level of the prison is a lever attached to a signal crystal - use the valve to open the main door to the prison, then pull the lever to open the cells.
Remember to clear a route back to the entrance for Arlos because he likes to pick fights with kobolds in a suicidal fashion.

also, don't jump on any crates on the way out, arlos will follow you up, and then get stuck, as he is unable to fall off the crates.
