The prerequisites the trainer lists are Monk(obviously), Level 1, and 1 action point. My character fulfills all of those requirements but is unable to take the enchantment. Is this a bug, or is there a hidden requirement?

Oh! My Constitution is only 10, that would explain it. I guess I don't need to worry if you are still able to raise an attribute once every 4 levels like PnP D&D. Thank you so much.
