    Default Tempest Templete

    I haven't checked out all the templates yet, but i think it is a great idea, I am thinking about a duel wielding dwarf so I though I would look to the template for a Ranger Tempest on the Compendium. I liked seeing the progression but I noticed an oddity:
    It included Use Magic Device skill progression. Now with 19 points spent your modifier would be 9.5 as a non-class skill and with the recommended Charisma of 6 it would be a 7.5 so even with a +6 Charisma item it would only be +10.5. If you add the Seven Finger Gloves and the Reaver head and take the skill boost enhancement track you could get it up to 17.5 and 22.5 boosted which has me wondering why? Most equipment that is race required will still be unequipable and most spells that you don't have on your list that are worth casting will have a slim chance of successes.

    So the only thing I could come up with is if you choose a pre-set path you actually do not get the cc penalty. Is that the case? If it is not the case, why the UMD for the Tempest am I missing something?

    Probably the devs realizing that too few of the skills are of any use, and even a 20ish UMD is enough for some very good options such as stoneskin wands, haste scrolls, displacement scrolls, fireshield, remove curse, etc. All of these have a 40% or better chance to use at 20 UMD (easily hit, though not practicle for combat).

    I could make better use of skill points on a tempest than mediocre UMD.
