Exclamation Unable to spawn destroyed quest items

I had a very unpleasant experience with a GM. In a fully cleared Gwylan's Stand it was time to use all cylinders to complete the quest. Well trying to drop one for another player to pick up it destroyed the quest item! Why would you even be able to destroy quest items anyways! Why do the cylinders never respawn! Those are two major issues that i think should be fixed.

Well anyways, everyone makes mistakes, so i contact a GM and he refuses to assist me saying he will not spawn the quest item because it was destroyed. Yes, it was, but it was an accident. Secondly, why would you refuse to assist a party in a fully cleared instance on the basis on a destroyed item when obviously an accident took place. I am very upset at Sparket's ruling in the Khyber realm. Needless to say, i felt a strong unwillingness to assist needy players on his part.

The only items that can be 'dropped' are soul stones. All other items when dragged off the inventory screen, result in destroying them (after a confirmation message).

If you wish another player to carry a quest item, the best way of achieving this is to use the Trade window (note: some quest items cannot be traded)

Yep, im aware. But the issue about, not being able to assist a player with completing a quest due to a destroyed quest item....is what i would like to discuss.

Out of curiousity, did a confirmation box appear before said item was destroyed?

But I agree, they should be able to spawn them.

Of course it did. It was an accident to have it destroyed.

Is there a link or list i can read to what they can or cant help you with? Or are we simply at their own, sometimes flawed, discretion?

Yes the cylinders provoke a confirmation box. Blame the player that destroyed the item, not the GM.

Although it would be nice if they could spawn those (back where they originally were)

I know GMs can spawn mobs, kill mobs, and teleport players.

I have no evidence to suggest they can create items, in fact the frequent posts from players who have 'lost' items in the mail not getting them back, seems to suggest that they probably can't (or at least, that capability is not exposed to the GM).

I tried looking for a post from a dev/cs/gm about what GMs were able to do (I'm sure there was one once) but I couldn't find it. If I do - I'll edit my post with the link.

EDIT; all I could find was this:

GMs can NOT force quest completion or advancement. This has never been done a single time for a single player, ever. It simply is not possible. Now if you mean "force completion" by respawning a bugged monster that will advance a quest or objective when it's killed, then yes, we can do that, but we can NOT simply advance a quest or complete an objective for a player. This has never been done. In the case of Blaze, recreating him does not allow players to complete the quest if they did not speak to him at the start. Unfortunately that means that players must redo the quest when this happens.
GMs can not reset zones, the only way to reset an instance is for it to be abandoned by all players for at least 5 minutes. Again, GMs have never "reset a zone".
Unfortunately the original post was wiped in the Great Forum Purge of 2007.

What a helpful GM willing to go out of his way to resolve a ticket.
