Yes you can but if you go over the limit of characters you just cant make new ones until your under the limit

If you use this service with a 32 point build will it unlock 32 points builds for that server and will it take it away for your other server?
Also not exactly the same but close, If you use this service with a 1750 favorwill it unlock 32 points builds for that server and will it take it away for your other server?
How long does it take for the transfer to happen?
