Can a +EE/+EE/+EE Short sword be equiped at the same time as a +EE/+EE/+EE goggles? If so does the disruption guard stack?

The goggles give Greater Disruption Guard, but the weapon gives Greater Disruption (not Guard). The weapon effect has a chance to be applied each time you hit with the weapon while the goggles effect has a chance to be applied each time you are hit.
