Personally, I'd recommend scrapping the build and starting fresh. As you've noted it's three years old - and a lot has changed in that time.
You generally want to use robes as soon as your dex bonus is higher than your armor will allow (chain shirt, for example, allows a max of +4) - also keep in mind that evasion, one of your best abilities, requires light armor or robes to function.
No idea if you have any interest, but I've updated the build. It still has the same goals of the original (finesse fighter w/ strong rogue skills and high umd), but accounts for the changes that occurred over the years. It's very new player friendly; it needs a single +1 tome at very high level, has overkill in trap skills, has excellent AC and respectable damage.
Some changes:
The build now goes up to level 20 because there are 20 levels =p. More fighter levels have been added to give a dps boost and a few bonus feats.
Ranger now has the Tempest enhancement. This is probably the single largest boost of dps any two-weapon fighter can get. The dragonmark chain was cut and the tempest pre-reqs (dodge, mobility, spring attack) were added.
Charisma only adds a few points to umd, and effects nothing else. 8 Charisma + 23 ranks + feat + items will still allow you to hit the magic UMD number (40, for heal scrolls) at level 20. Dexterity got a bump because it's much harder to get a dexterity bonus over a strength bonus.
Combat Expertise was added. You'll have very nice AC since you went with high dexterity, so you might as well be able to get an incredible score when necessary.
