Not sure what Permanent Haste effect you mean. I see two instances of Celerity, a T5 Nature's Warrior enhancement and a T4 Vistani Knife Fighter enhancement.

NW- "Your attacks rain down like a lashing wind storm. Activating this ability grants you a 30%/40%/50% enhancement bonus to double-strike for 15 seconds. (Cooldown: 5 minutes)
Requires: Any Wolf, Bear, or Tree form."

Vistani- "You gain +5% Doublestrike (main and off hand), and Doubleshot."

Both add doublestrike, the Vistani version also adds doubleshot, but neither mentions attack speed.

For what it's worth, Haste/Bliding Speed gives an enhancement typed bonus to attack speed so if you meant something other than Celerity than I'd check to see what type of bonus it is. If it's enhancement, then it does not stack with them.

I would guess that it is, because lazy programming is cheaper than making a new effect. Have not tested it though

Ok, here's what I found out:

The Celerity set bonus increases movement speed (is there a stat on the character sheet?) and melee/ranged attack speed by 15% but that's it. When I cast a Haste spell with Celerity equipped, I do get the +1 attack bonus, +1% dodge, and +1 reflex save. Blinding Speed, on the other hand, increases movement speed, increases melee speed to 15%, increases ranged speed to 22%, +1 attack, +1 armor class (labeled as dodge bonus in the AC calculation), and +1 reflex save. So the spell, feat, and filigree set bonus all have slightly different effects.

Has anyone tested to see if the Ranged Attack Speed bonuses stack.
As with other posters on this thread, my guess would be no.
That would be too much work.
