Blinding speed and dodge

Has anyone else noticed that the epic feat blinding speed doesn't give +1 Dodge as it says in it's description? And yes, I was below my dodge cap, so it should've increased my dodge by +1.

Or is there something else I've missed?

It's broke. Been broke since it was made. I complained, others did too, no one cares t Turbine/Warner. Maybe they care now? Doubt it.

The only thing broke is the dodge. It also gives you 22% ranged alacrity, which is nice.
