The wand bracelet was going to be in Update 12, but was pulled out at the last minute for unknown reasons. Assumed by the population to be buggy/broken.

interesting, i guess it will fill the trinket space. hopefully it would include more than one wand. IIRC, the wand bracelet in the PNP version held a couple wands.

well, the screenshot has an equips to: wrists on it, so no trinket slot there. Also, note that it says "fuse with an item (...) to activate *similar* abilities daily". Note the absence of anything directly referring to the spell on the scroll, as it does not say "to activate the spell on the scroll" or anything like it, which leads me to believe its activated ability will be based on the category of the scroll put in or something.
Personally, I would have loved to see it implemented as something that gets you more utility instead more power, say a quiver for scrolls that lets you put in a stack of scrolls which could then be activated from the hotbar without having to equip them in your hands.
It's been shelved with 'druids' and 'a better lagfix than DA'.
