Since there are ML24 items with Rough Hide 6, you likely have a point. That said everything ML29 only get Rough Hide 5...just like ML23 does. It makes zero sense whatsoever.

Yeah, they adjusted all resistance augments so they align with Cannith Crafting values. I was kinda miffed when my +11 Resistance augment dropped to +10, but I get why they did it.
