They 100% want tanks, especially in reaper. The issue is, the population is too low. Tanks, and often healers, are usually not everyone's favorite class to play. Add in the large amount of content...

I think they overdid the HP buff to the reapers. In legendary and/or high skull it feels ok, but doing heroics the reapers seem to have 3-4x the amount of hp as the other mobs. It isn't a "hard"...
