Fairly similar, but at least a necro-spec has the option of other spells to use (CC or also damage). A fully-damage specced caster has only damage to rely on, and rarely any worthwhile CC.
Not everyone is built for CC. In fact, most Sorcs are built for nuking - which is exactly what Turbine has relegated their roles as.
